Data capturing to the fullest. No job to big or to small.

I want a bit of clarification on this. If the data is stored in XML file, then are these reports not upto date reports. If the file is big, probably then the report will take long time to generate. I can create reports any how, but was surprised as to why for report purpose an XML file is being used instead of database. And also it will have concurrency problems. Although this file will be only read and there will be no read locks , but if file is large the locking happens and that will be bad if there are multiple users working on reports.I feel it's incorrect use of XML, but its fine with me as long as that is the requirement.
