Creative Link Building needs using specified keywords(repost)

I would like bids for up till $400 USD for this SEO project, the aim of which is to rank my website on the first page for a specified keyword term. Over time, if the first project goes well, I will hire the coder again for more projects. I want coder with a solid work experience to undertake the project. Most likely, this will be a recurring project until my website ranks high. I will tell the term to the winning bidder. I am open to any new ideas or suggestions on how to go about this link building. Please let me know if you have a really good way to increase rankings. A few ideas are: 1. Article marketing 2. Quality links from different websites 3. Directory submissions 4. Social media submissions etc. I would however want to tell everyone that I will only select a coder who: 1. Has an ESTABLISHED track record. 2. Provides the best value to me.
