Complete an animation (Write script, voiceover and complete an incomplete animation)

Hi, I awarded a project to a freelancer a few days ago but they are unable to complete the project. However, they have done a bit of the animation part which needs to be completed. A script of around 200 words is required along with the voice over. The project budget is maximum 3500 only. Please do not bid if you cannot do it in that much amount. Thanks.
