Build a Website Based on the Material in my Google Drive

We need to build a basic web site, based on this material: [login to view URL] The audio files should have some [Play/Pause/Stop] control like the ones in Wikipedia and many other sites. See attached image. [login to view URL] Users should be able to download the audio files, which may be large (WAV). A coder with experience in speech/audio processing would be ideal, and will have continuation work. This is desirable but not required. We are looking for the rare person who has *artistic* and *engineering* abilities. For some reason those skills seem to be mutually exclusive, maybe because they use both sides of the brain (?). As they say: "Brains times Beauty is a constant". I always need to see partial code (work in progress) in all my projects. The selected person should provide clear instructions for me to add extra sections, later. I use Linux on the server side and Windows on the client side.
