Add a plugin to PHP website

I have a website in which need to add a custom banner plugin where any one can select template and create their own design according to their requirement. I already have code for this need to optimize. My max budget for this project is 4000. Bid only if able to do in this amount. Becz its a simple task as I will provide the code as well.
