Convert and resize .xaml & .svg icons to .png files

I have two sets of icons. One set has 678 512x512 px .SVG icons. They're two tone. The icon is solid white against a random colored background. These icons need to have the background removed and then get resized to fit a 200x200 px canvas. Once they've been resized they need to be exported as .PNGs. The second icon set has 780 icons available in either .XAML or .DESIGN format. You're welcome to convert from either source, but the end result must be 200x200 px .PNGs. Same result as above. If you have any questions please let me know. I have a very tight budget for this work. Thanks
