Convert a hand drawn storyboard into a animated video with voice over. (Iphone app intro)

I am developing an Iphone based game and at this stage of development all I have is a hand drawn stickman storyboard. This storyboard is going to be used to create an Intro scene for my game. I need someone with previous experience in conversion of storyboards to video scenes - Animated & voice over. Previous experience with game/ anime movie scene development would be great. The story board at this stage would preferably need to be redrawn into computer based animation format, then convert the animations into a introduction scene with the necessary voice overs. Only simple voice overs but will need the correct 'tones' and 'types' of voice used to fit into the situation. I think the scene will only last around 20 - 60 seconds, depending on certain factors.
