It is hard to give a time estimate based on just some document, considering we have to work on somebody else's code. And considering he could not finish the job, that code can be very very poorly written. I would need to see the code and test the site before I can commit to anything. Also you need to be prepared for the worst, that the code is too poorly written and it may take more time to fix the problems than to rewrite everything using a competent developer to finish everything in time.
