Animation Over Video Clip

Hello, I am looking for someone that can make a short video for me. The video will be a short 1:00 minute clip of a real person. I will then need the video to pause (where the image is still) and then I want an animation (a custom cartoon character) to be animated into the video. The cartoon character will be singing and dancing to a popular song while the image is still in the background. The whole video will be roughly 1:00 minute long maximum.
