During this time in the automotive industry I have acquired a particular set of skills that I think makes me qualified to get the job that you want done. I have experience with designing DC-DC converters. If you will look over my jobs in progress and jobs done in the past in my profile, you can see that I had done similar jobs to what you need. I have experience with WEBENCH, LT Spice, Eagle. I would propose that I draw you up the schematic and PCB using Eagle because it is easy to use. I can help you with the design of your converter. I am thinking of using LT3798 IC from Linear Technoogy in order to design a flyback converter that meets the requirements.
