I'm a mechanical engineer, designer, modeler and inventor with over 15y experience in designing, modeling and effective manufacturing of different products, devices and systems which spans across multiple industries.
What you have, is called a point cloud, and indeed is the way a stl file is written.
In order to convert the point cloud into another cad file is necessary to go through a series of processing operations, which to have as an end the workable object.
In the first place is necessary to have the point cloud flawless. If the file is altered even with a single coma, the result is unpredictable.
If you guarantee the csv file is ok, I could make this conversion for your files and to provide you the iges/step and the stl for 3D printing.
Even in the situation the point cloud is very slightly altered which will result in a broken object, I will try to fix it - is a procedure called surface stitching.
In any case, by one method or another, I guarantee you that the outcome will be what you need, but in order to be sure about this, will be necessary to have a tight communications during the modeling process - I make the model, I send it to you as picture or 3D pdf, and you let me know if is necessary to adjust/change/modify anything.
