Develop Windows application that can monitor visited web sites

The application should intercept http/https traffic, log it, analyze, and basing on the result of the analysis allow it or block. 1) The application should log visited web sites. I.e. http traffic should be intercepted. https traffic should be intercepted as well if possible. 2) The log should be stored on the hard drive in an encrypted view to avoid changing it by user. 3) The application will also have a set of words that must be blocked. This set will be received from external web service (communicating with a web service is out of scope for now). The words should also be kept on the hard drive in an encrypted view. 4) When application detects html page being transmitted, it should analyze the page for inclusion of the prohibited words. If such words present on the page, the page must be blocked. When the page is blocked, the browser user should see a message "Page is blocked" instead of the page. 5) The application should have a protection preventing it from stopping. I.e., when it is stopped by system (or Task Manager), it should restart. The application should be written in C# or C++ On the next phase we may want also to monitor other types of traffic (messengers, p2p software, etc) as well as total amount of traffic produced by various applications.
