Desktop and Android App - Ads Server

Need to develop an application for a Windows desktop and Android Mobile. Here are the details - A user will first register with Name, Email, Phone, City and Gender He will receive a password in mail Next he will login with email and password He will see 5 Categories (Electronics, Food, Wellness, Books, All Once he clicks on any of these categories, he will see 6 Ads As soon as he clicks on any Ad, he will go to the URL for that Ad The app should show notifications as and when a new Ad is being served for their profile - This is simple pop up message in the taskbar or an Android notification with Title of the Ad and a short description - Clicking on this takes to the details in the app. The Ad server will need to track the impressions and clicks for each Ad alongwith time and user details As the admin of the app, we should be able to assign the location of an Ad and the category. We should also be able to assign which Ad is served to which user profile (based on sign up details) The app needs to be very simple and compact (basically take about 1/5th of the width of a desktop and about 1/2 the height) - On mobile it can take the entire space We will also need to know the hosting and other requirements for this ad server.
