CDRs (call records) processing: loading, rating, validation

We need to re-develop a batch process, which we have already developed some years ago using visual basic, to process files of call records, the process must rate and validate those call records. One of the main objectives of the re-development of this process is the volume of data that must support this process. The attached document has a more detailed description of the whole process and expected volume of data. The process must be developed to run both under windows and linux operating systems. We don´t need the process developed in an specific development language, altough we think c++ would be the best for optimal performance. The database used is MySql.
