Hi there, the three things you mentioned, that is the movement of the hair of the lady and her dress, as well as the propeller movement can be done for $100. but if you want life like animation, I think we'll have to do more than that. First of all, I think a bit of cloud movement is necessary. The plane on the background can be moved as a loop (coming in the frame from the left and going out from the top) The noodles in the girls hands might seem as a sore thumb in the pic, and I can't imagine a proper loop for the noodles (basically noodles should be flying behind according to the picture). some more adjustments are required here and there. Basically it depends on your needs.
