CLEAN UP ASP CODE ON WEBSITE-- TIMEOUT ERRORS THROUGHOUT SITE

I need someone to clean up the code because the website runs very slow and often times gets the following errors on nearly every page it trys load both on the front end of the website and the store admin area as well: Errors generated are almost always a version of this error: Microsoft OLE DB Provider for SQL Server error '80040e31' Timeout expired /[login to view URL], line 43 The problem I have been told lies in the indexs and fields so I need someone to clean this up so that the site moves quickly when navigating. There are only 4,000 or so active items on the site at this time but should be able to handle tons more. Thank you.
