The only part I need help with is creating scenario with certain conditions to show how I can use ITS (Intelligent Transportation System) to communicate cars to have warnings to help increase driver awareness. For example, creating in a simple network, conditions like Traffic alteration (Accidents, Congestion ahead), Climate alteration (Rainy, Snowy Roads) and Road Alteration (Roundabouts, Traffic Lights Ahead, Road bumps etc.).
