Create a Wordpress Template

I need an edit to an existing template. It is essentially adding an if/else php statement to a link inside a child theme framework page. I need the link to open up a different page that will have a relative path of "/featured/Post-Name" IF it has a "featured" class applied to the parent div container. This is using the listify theme and I even know the page in the source files requiring the edit.
The end result is that when we have a "featured" listing, it only has a blue outline that when clicked brings you to the regular listing page (you can see an example here: [login to view URL])
We are looking to have an actual "page" for featured listings open up as opposed to the listing when it is featured. The file paths are as follows: Listings - "/listing/Post-Name" and Pages - "featured/Page-Name".
Our terms are pretty simple: we will pay 50% upfront and the remainder upon completion, which should be the same day.
