VIDEO ADVICE NEEDED Amazon Cloud S3 - Serve Video Ads to Video TV Show Stream

We need advice on the best and least expensive way to stream a TV show on a web site and serve ads in between segments like on hulu and the various tv stations websites. Videos will be stored and served using Amazon S3 / CloudFront. We need the ability to serve ads which may change and/or rotate in between the expected breaks during the show. These are generally at the same time for all shows. I was imagining some javascript and xml to accomplish this, but I am open to suggestions. Is OpenX Server plus xml the answer? How would that work?

The front end on the website can use jw, flowplayer or adobe to show the video. I would prefer something more robust like hulu's new interface if possible, but that is not as important as being able to serve the ads in the video show.

This project is for a proposal and ideas on how to best achieve this. The winner will then have the option of working on the project at a price to be discussed.
