Speed optimisation for a Wordpress website

I want a Wordpress developer to speed optimise my website. The website should open in 2-3 seconds. The website is on a VPS server currently. Also I want all the metrix on GT Mertrics and Google Page Insights to be green.
All the images within the project description show the parameters that the website is currently lacking.
