I need a wordpress site "skeleton" (menu and links) done

I have a site on [login to view URL] that I just started. I have an excel spreadsheet of menu tabs, and then all of the pages that should be listed on under that menu. I need this set up using dummy page inserts (titled so I know what information to include on the page) linked back to the menu. I don't know word press, and tried on my own. I can now add pages, put content in them, link the content to pdf files for things the folks can print, but I can't for the life of me link them to the menu. I need to be working on the site ASAP, so need to know you are avaible to have it done by thanksgiving, and to know the cost for such and endeavor. For someone who knows their stuff, I would imagine it could be quick work?? You will see what I had done and tried to do, but even the blog comes up as a sort of table of contents rather than the pretty site with pictures and practice articles. Attached is the skeleton.
