Apache super slow response without major traffic

I am having a speed issue to access all the websites hosting under my Linode vps. (access through either domain name or IP, both are super slow).
My IP is [login to view URL]
I have double checked that I have enough free memory (1.5G available), CPU is almost idle (0.3% in use.) and over 50% unused disk storage.
I used to be able to load my website in less than a second but now it takes minutes. I am assuming it is an Apache configuration issue and would like someone with good expertise to help.
