United States Map in Excel that allows for city/state pushpin and heat map functions

I want a program that either already exists or can be created in (or to function in) MS Excel to

1) function easily/automatically updates with MS Excel 2003, 2007, and 2010 (ideally, the program will be entirely based in an excel workbook--but this is not mandatory, as I am not sure if excel can be manipulated to deliver this functionality completely without other programs)

2) provide a US map showing all states that can...

a) ...be customized in appearance (ie each state is a separate object that can be adjusted by color, shading, transparency, etc) AND that can be automatically adjusted by conditional formatting or data in excel. (in other words, have the states' appearances adjust based on certain data.

b) ...can pinpoint multiple cities automatically utilizing an excel list of addresses (with pinpoints that can include adjustable labels (such as graph labels in excel that show up or change when you adjust the underlying data/cell to which the label refers) [To be clear, I want the program to automatically populate a map with pinpoints...I do not want to have to manually place the pinpoints on the map!]

c) ...can be adjusted to reflect heatmap characteristics (i.e. sales per state adjusts the color of the state, city area, or zip code) [again, this needs to be automatically populated with data in excel that corresponds with the state

d) ...can be adjusted to show bubble stats (i.e. the more sales, population, growth, etc. per city, the bigger the bubble grows) [bubble characteristics need to be adjustable (i.e. transparency, color, size, etc).

e) ...have Alaska and Hawaii viewable as adjustable sub sections to the map (i.e. I do not want a Globe picture...I want just the US with the lower 48 and AK and HI listed on bottom left or bottom right (Please see the included picture as an example of the base concept.).

3) If possible, the map(s) need to be able to populate graphically in excel even if they use/refer to another program.

4) If excel uses another program or website, I want the software to automatically refresh or have a button created for refreshing the data.

5) If the full scope of this is not possible, please explain which functions can be built in your bid.

## Deliverables

I have attached a map picture. This is a very basic concept of what I am looking for, but it does not include any pushpins for city/state selections. The goal would be to have this map be able to be fully transformable (i.e. I can shade certain state colors, pinpoint multiple city locations, etc.

I will have multiple databases of addresses (most just city,state) so I would want software/excel files that can easily read the addresses and populate the map with pushpins and customizable labels.
