Need A working bare-bones ASP.NET 4.0 site, with ASPNet Authorization

I need a bare bones website designed with the following items:
Responsive CSS layout (to look like the attached prototype/ms paint design)
All data (including ASPNet Authorization) stored in single database in AppData folder
Aspnet Authorization set up, including a registration/user administration page
Data-driven Jquery/Jscript mega-menu style menu
All features mentioned on prototype page implemented.
Don't need graphics, just need the basic few tables listed built and connected. You don't need to use Entity Framework or anything complicated. Just a basic site that I can go into and build off of, once the template is complete.
Hoping this is a simple project that can be done for a small amount. There will be more work in the future for the person/company who earns this business.
