Create RESTful API on C# running on Windows Azure

We need you to create a REST API for us, that authenticates using oAUTH2 (Active Directory) running on windows Azure.
The Api needs to:
- Receive a number, then generate a local pin number that would be send to a different web service and then return an ACK if it goes properly
- Receive a type of "item", and then return the serial number of such item, along with a message stating that operation went fine. IF it didn't or there are no items available, the message should reflect this.
