Need simple app developed for Android and iPhone

This will be a 2 part app; a free version and a version i hope to charge a fee for. Both versions will allow users to read content similar to blogs, scrolling up / down to read; scrolling left / right to go to next story; on paid version, ability to RATE THIS STORY by clicking on 1, 2, or 3 stars; paid version allows you to submit a story from device or online. Free version allows you to only read highest rated story of each day; Paid version allows you to read ALL. Need the ability to have advertisements at bottom of both versions, where clicking on it takes you to site of ad. Additional details to come.
