WordPress plugin that connects with Xero API and sends custom emails

I am looking for a WordPress developer to assist with creating a custom WordPress plugin that sends monthly reminders for freelancers to fill in a form with hours of work (and attachments with proof) after which an email gets generated to their clients to approve the hours. Once clients approve the hours an invoice needs to be generated in Xero and sent to the client.
A couple of database tables are required, including one with freelancer details, another with client details and another with hourly rates charged by freelancers to their clients. Another one needs to capture all hours and evidence provided by freelancers.
Forms need to be set up with Gravity Forms and emails need to be handled by the Newsletter plugin.
Some comments:
1. Clients need to approve the hours by clicking on a button after which they get taken to a website form where they can also give an optional rating between 1 and 5.
2. More than one email address needs to be available for both clients and freelancers. To and CC
3. In addition the company admin account needs to be CCd at all times.
4. Any details about clients and Freelancers should be easy to add to invoices.
5. No payments are involved. The invoices need to include banking details for easy payment.
6. Initially clients don't need to register or log in. Freelancers can register and be able to log in.
7. The plugin needs to be installed in an existing WordPress site once it is done and working. I recommend getting it up and running in a sandbox environment first.
8. Freelancers should have a dashboard where they can see their past hours at each client.
9. Admin needs to be able to load new clients, freelancers and rates of freelancers per client. Admin should also be able to submit forms on behalf of freelancers.
