Wordpress to Non Wordpress Site integration

Wordpress (Site 1) and Custom Site (Non Wordpress based named Site 2) integration. In this project you will need to know how to retrieve User information from the Database in Wordpress. Once done, a REST API call will be made to Site 2 to determine whether the User exists in Site 2. If she exists, then do nothing - if she doesn't exist then another REST API call will be required in order to create the User. The following User information will need to be passed - Email, password, First Name, Last Name, Profile pic.
So to summarise - In the plugin you will need to be able to retrieve the Users from a wordpress (Mysql) database. You will need to know how to make a function call to a REST API. I will give you the calls to make.
