Photo To PDF With PHP

So I have this file upload portal where the user can upload photos and these photos are saved to a directory on my server
Now I need those photos in a PDF file. That is, I need to add those photos to a blank PDF and give the user a link of the PDF file.
If the user uploads 6 photos, I want to give the user a PDF file which will contain all the 6 photos in different pages. That is, each page will have one photo. The generated PDF needs to be saved to a folder on my web server and the user should be given a publicly viewable link of the PDF file.
I have the file upload portal up so you need not design it from scratch. All you need to do is bind the uploaded photos to a PDF file and then give the user a link of the PDF.
This is urgent, I need it as soon as possible. Please do not apply if you can't deliver it within 10 hours.
