Integrate booking webservices with Woocommerce on Wordpress

I am building a wordpress website and need the integration of webservices with a woocommerce based booking system on wordpress.
The website is based on Wordpress template [login to view URL]
The booking system needs to check availability on a third party database and return either a booking reference or an error.
Woocommerce has a built-in stock management system. I want an implementation that allows me to use both the built in stock management system and the the third party database stock.
For example:
- situation 1. if in woocommerce I specify a stock availablility between 1 and x there is no need to check availability on the third party database
- situation 2. if in woocommerce I specify a stock availability higher then x, the built-in stock management is bypassed and the availability is check on the third party database.
In situation 2 Every item to check usually has one unique Product code, however there must be the possibility to assign two product codes to the same item. This is because my supplier will guarantee me y number of places in some tours. Once the assigned spaces are booked, the system must check if there are other places available (checking product code 2 availability).
In this case, the system needs to:
- book product code 1
- if product code 1 is not available anymore then product code 2 is checked
For example, I have 3 spaces assigned for the "Tour Ski". Tour Ski has 2 product codes assigned in my database
A customer wants to book 4 places in the Tour Ski:
- the system books the 3 spaces assigned to me and 1 place from the product code 2.
