Fix / Improve Google Pagespeed (Lighthouse) & GTmetrix scores on Magento 1.9 store.

I have been working hard to fix & improve several issues affecting my website relating to Google Pagespeed & GTmetrix scores to improve the speed and SEOP of my website.
I have done very well recently and resolved most of these, however I have a couple left which are beyond my own capabilties so I am now looking for the help of someone who has experience in this field who can help me resolve these remaining issues.
The issues left include (but are not limited to)
1. Defer Parsing of Javascript
2. Implementing preload for key requests, google fonts and external scripts.
3. Minify the remaining Javascript files.
4. Eliminate render blocking resources
5. Load CSS / JS from CDN subdomain
Pleaser do you own scans using google ([login to view URL]) to detmine what needs to be done, so you can tell me what you can do in your propsoal as generic responses will be ignored.
I have optimised the server, which is now running Ngnix (WHM / Cpanel) which has Google Pagespeed & Cache enabled (Although I do not have Fast CGI enabled as this seems to cause issue with magento add to cart function.)
The store is running Magento 1.9 & I have taken care of the OnPage SEO (which I am still working on too) The issues you will be fixing will msotly be theme related so I expect you to fully understand this project before placing a bid.
