Email processing and routing application

The requirement for this application is to download emails (actually the emails are SMS triggers from a CRM), convert them, and send them to a text service which we operate.
Outline specification:
• Download emails from a pre-defined mailbox (address to be agreed)
• Each email has a .dat and a .txt attachment (the .dat file is a mobile number and the .txt file is the message)
• Convert each incoming email to a new email and send this with:
- 'From' address = the original 'From' address of the incoming email
- 'To' address = <contents of .dat file>at<[login to view URL]>
- 'Subject' line = <empty>
- Body = <contents of .txt file>
• Assuming no other emails are in the mailbox or being processed by the application, the delay between an email arriving in the mailbox and the converted email being sent should be better than 30 seconds
• If 500 emails are waiting in the mailbox and no other emails are being processed, the delay between retrieving the first email, and converting and sending the last (500th) email, should be better than 25 minutes, or 3 seconds per message
• The mailbox and hosting arrangement for the application are to be agreed. The mailbox can be hosted with the application if this speeds up or simplifies the application
• Use of a commercial email routing platform, e.g. Sendgrid, may be applicable
• No UI for monitoring messages is required with this phase of the project, although may be needed in the future
• Work will be accepted when testing based on the above parameters is successful and source code is made available
• We would like to establish a long term relationship with the successful bidder
