Configure Magento to be able to send newsletters

I am having a problem with magento 1.9.0.1 not sending newsletters to customers.
We set the queue time and date and it shows NOT SENT all the time.
We are on the shared server and unable to set cron jobs to run in less than 30 minutes.
The command we have for the cron is :
0,30 * * * * /usr/bin/php -f /home/"OURUSERNAME"/public_html/[login to view URL]
The magento cron settings are as follows.
Generate Schedules Every 1
Schedule Ahead for 1
Missed if Not Run Within 30
History Cleanup Every 120
Success History Lifetime 120
Failure History Lifetime 120
We need somenone who knows exactly how to configure crons in Magento specificly.
