Price Updating based on Currency, Product and Category changes

Our Item Master Contains Purchase and Selling Prices for about 60K items. These prices are calculated based on currency, Category of buyer, and Product Type. There are about one dozen cateo]gory codes and approximately the same number of product types. All master data is provided in Excel. Formulas for purchase and selling prices are provided as text. If all prices had to be calculated from scratch, there would be around one half million prices. As it turns out only a handfull of category or product information change at any one time. Also only one or two currencies change at one time. We will provide the change in source information. A program must be written to extract the prices which need to be updated, [and only those prices], do the calculation and return the data as an excel file. We prefer that VB be used to do the programming.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) No Web Installation is required
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
4) Source code, Installation exe file and instructions for Windows stand-alone machine is required.
5) Three or four sample runs based on input files we provide must be returned with the code.
