seeking forum for a website - full integration needed

We have a website that we are looking to have integrated with a forum script of some type. If a license is required, we will purchase one for the person(s) chosen.
Our maximum bid is $200.00 although the lowest bidder will get top consideration, we have 5 projects that are extremely similar to this that need to be completed before November 15th, so if your work and price is on par, we will select you for more than one project.

Changes to be made:
Maximum bid of $100 for the followng:
- forum script to be chosen
- forum script to be installed
- forum script to be customized to match design, and integrated into design
- login/registration for the site to use forum's system
- 5 latest posts to be displayed on main page
- polls to be integrated with forum system
Maximum bid of $200 for the following:
- all the above plus
-> articles included, to be listed via specific categories and to allow user ratings with a maximum of 4 to be featured at any one time
-> gift ideas, unlimited number to be entered and to be displayed via categories, with a maximum of 1 to be selected 'gift of the day' (no e-commerce)
-> news script to enter new headlines on the mainpage
-> article section to replace 'links' section and have a 4 square system to feature written articles in categories.
( all these sections MUST be PHP driven and share the forum login information, current scripts permitted )
and any other little add-ons that can be integrated... I have been out of the forums game for a long time, I currently hold VALID VB4.x licenses and those can used, or any other software can be purchased to accommodate the need. Legitimate software only, must be registered or valid licenses.
