Fix / Change / Update my PHP website!

I have a website that It needs to be finish fast.. I have another programmer working at my website at the moment, he was working at first very fast and good, but after the second week we started slowing down with excuses, 3rd week didn't do anything at all. I cant wait for him until he have the time to work.

MUST:

* Help me with ideas to add/remove stuff in the website

I will pay you hourly when i'm online ONLY so I can time what you've done, and every friday I will pay you until finish with the project. Expect to work 25 - 40+ hours a week.
I need done adding, removing, some stuff in my website so it has that professional, elegant and fun look.
