Ruby on Rails GEM Development

I have a number of major Ruby on Rails projects that I wish to break into gems. Specifically, I want to take the major piece of code, and create individually deployable gems (or Rails plugins) that can be individually maintained, enhanced, and improved. In order for the gem (or Rails plugin) to be pushed to PROD (production server) it must first pass through TEST validation (which needs to be an automated routine with admin sign off and multiple email updates to various people who need to track gem installation and usage). If the gem passes through the automated TEST(s), the admin receives a report (as do other "shareholders") on if the gem is updated successfully, and all operations have been done (backup of database, new db tables installed, etc). The admin can then move the GEM into the PROD(uction server) for us by the users of the system. The push to production must be seamless and not interrupt user actions. It must account for user updates to the PROD system. Each gem needs to be individually accessible from a place on the server and allow third party developers to extend the capabilities through REST interactions. I will be hiring 4 admins to work on this system. To avoid issues, please give me your best long term hourly rate as I hire my coders long term and my preference is to have you work on this full time. Your work will be compared to that of the other coders, so please understand that whilst you will have a separate environment to develop, you will be in "competition" with other coders - but you will always be paid. I'm look for highly talented and committed coders.
