Test Scoring Webpage

My boss asked me to head up this project - I'm ok with basic coding, but I have absolutely no time to do this and I'm not familiar with web design/applications.
We're a tutoring company that needs a way to score our students' practice tests. What we need is a web page that:
1. Allows students to enter their answers online
2. Compares the answers against the correct answers and a score scale
3. Spits out a score report that is emailed to the student, to us, and MAYBE gets saved in a database (if it's possible to do this securely)
I did this for one diagnostic test but the coding was hideously repetitive (I only know some basic PHP) and I'm sure there is a better way to do this (maybe with a MYSQL database). The thing is, there are different answers, scoring, and score scales for each test - SAT versus ACT and all that. We need a way to have the students enter in the answers and get the score report without doing it manually every time.
## Deliverables
The first page that students see should include links to each of the practice test pages. When any of the links is clicked, it takes the user to a page where they can enter their name, their tutor’s email, their email, and their answers. The answers should be scored against the correct answers. There is a different answer sheet, different sections (for example, not all SATs have the same number of questions in each section), and different score scales for each test. The answers should be stored in a database. The site should generate a score sheet that is subdivided by sections (for example in the SAT: Math, Reading, Writing) and send it to: · The student (input email) · The tutor (input email) · Hammer tutoring (our email) The website should have a separate page that allows us to create additional test pages. It should allow us to input: · Type of test (drop down menu between SAT, ACT, ISEE, SSAT) · Number of sections It should then generate an input form for each section, including: · Section number (sections are not always numbered consecutively), number of questions in the section input box, type of section dropdown(depends on test as written below) It should then generate an answer sheet input form so we can add the correct answers and allow us to input a score scale.
