Simulator Click on Google or Yahoo

I want to have a simulator click ( so basicly like human click on google or yahoo) but done by computer and i will give the proxy list of the IP on the backend and i can set a time and target URL need to be click either on sponsor or Organic listing by given the list of the keywords.
On the backend i can do
1. enter target url
2. enter list of the keywords
3. enter & import list of the proxy IP with the port number (ex. 192.168.0.0:8080) via text file
3. time to go online and find the targed url to be click
COndition:
1. if the script was using one of the ip in the proxy list then the page load more than 15 sec then the script will automaticly switch to the second IP on that proxy list
2. if the script run all the list of the IP already then it will stop and notify me via EMAIL
this can be done in asp, jsp or php no preference
and if possible make it where i can run it thru my local pc or if need to be hosted its fine with me
i dont know if this can be done but please give me a feedback on this.

(No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
