PSD to Joomla Template

I need a Joomla template created from a PSD file. The template must have at least 12 module positions. I have the module positions already laid out. The module positions must have 3 different styles. A Blank style where it doesn't have any css loaded in it, these would be for the banners, a rounded corner one with a white background, and a rounded corner one with a green background.
I need this done ASAP.
