Need CMS website for Custom Home Builder

I have a friend who builds custom homes (residential) and needs a website for his business. The website needs to have content management, so that new content can be added without much trouble.

The header of the website needs to be flash, and if possible the flash header could also be managed content.

The website will be less than 10 sections (probably 5-6), each consisting of only one page depending on how you setup the gallery.

The website needs to have a contemporary feel, and look nice. It can be based off of a template, but you have to remove any houses, people, landscapes, etc... that look fake or do not belong to my friend's company.

I can provide pictures, and everything else for the initial setup. Then once you have the CMS up and running you will show me how to add the new homes or galleries and we will decide if I should add the rest.

So here is what I need:

1) Somebody who is good with flash

2) Somebody who is good with dynamic or CMS websites

3) Somebody who can secure a website (no contact form spam, etc...)

4) Somebody who is good with photoshop (In case our homes need to be integrated into the website design or page background).

I need the project done within 3 weeks, but it will be a fairly simple project (but I am picky on the looks). I am always available during the day US time, but oftern I will stay up till 2am central US time to work with you if you are overseas.

The payment will be 10% into escrow up front, then 40% more once you have a rough draft/layout. And the final % will be added when completed.

Please no stolen content from other websites, no stolen pictures, no use of copywritted material, or no direct use of a template without making changes. I will see right through this type of fraud and you will not be paid.

As mentioned earlier, I am fine with templates, but you will have to customize. Also I am fine with macros or programs added to the site from "pre-packaged" online home builder programs, but please make sure you have a license to use the macro. I actually prefer pre-existing solutions with bugs worked out to custom created solutions that may not work correctly.

The price range is 750 - 1500, but I will not be able to spend on the higher end, unless absolutely necissary.
