HTML + CSS /JS Layout Maker

I need a person that is very good at taking a finished PSD from a graphic designer and then converting it into a very well written HTML + CSS layout (including js if needed like for rotating banner areas, etc.).
This person must be very very detail oriented, must have done this many times, can mimic the PSD exactly, have clean coding style, can work VERY quickly, is very responsive, and can speak/understand English via skype.
I will be taking your finished HTML/CSS and adapting them to a framework, ie. like creating a wordpress theme, adapting it into ecommerce framework like magento, znode, etc.
In your bid, you must send me links to some of your finished html work. DO NOT send me zip files. Only links to html/css that you have posted up on your own server or whatever. My developer will inspect the quality.
If you are hired, you will get a good amount of work from us from now and in the future.
