Fix a php mysql login script

I have a problem with a login script and need someone to look at it and fix for me. I can give you access to the linux control panel to see where the database is created and the user assigned. I will give ftp access to the server also.
When I try to log in using my script I am getting an error Can't connect to MySQL server on 'localhost' (10061)
