Flash Clickable Map of Croatia

I am looking for a Flash clickable map of Croatia, Croatia has 21 counties, I want to be able to click on the counties then the county is zoomed into and or only displayed, I want each of the counties to be clearly identified.
When a county is displayed, I want to display a list of towns/cities/villages, these will be identified by a dot, the location of the dot is defined based on longitude and latitude, when the dot is clicked a URL is opened.
The counties need to be large enough to be able to display neighboring villages.
The county, the name of the town/city and village, the longitude and latitude and the URL will be listed in a file, for example.
Zadar County,zadar, 44.1233,15.2350,[login to view URL]
Split-Dalmatia County,split, 43.5139, 16.4558,[login to view URL]
Have a look at something similar: <[login to view URL]>, this is not what I want but a good starting point.
For people who are interested in the project and want to do some testing/evaluation, I have a map of Croatia available, with the regions clearly visible and longitude and latitude markings. The map is attached, I have a much more detailed map available ??" 2552 * 2008 * 300 Pixels/Inch
Colors of Images/Flash will need to be discussed and agreed before completion of project.
The program needs to be able to run on my website, it needs to read the parameter file with all of the longitude, latitude etc details, it needs to be compatible with all of the major Internet Browsers, IE, Firefox and Opera. The more configurable/changeable the better, installation instructions must be includes and be very simple to implement.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
