VBScript Function to Capitalize

I need a function written for an ASP/VBScript page that will capitalize a product name. I need a function that will do more than just capitalize the first letter of each word. The function will need to follow basic rules of grammar and not capitalize minor words and prepositions such as: and, the, on, with, or, between, and others. I have a live database that I can provide the coder with that includes the item names, so that a set of rules can be devised to take into account some exceptions that will need to be considered. One of them being the letter a. When the 'a' is used and it's not at the beginning then it needs to be lowercase. If it is within quotes, as in a battery size, then it needs to be capitalized. I have a few places where abbreviations are used and rules will need to be considered for those as well, such as w/ is used as an abbreviation for with and will remain lowercase. Some words will have the possesive case and end with a 's and will need to remain lowercase. Yet, other words that are included in quotes will be capitalized. Please be familiar with english rules of grammar in regards to capitalization of titles. I would like to call the routine from within my page using something like .... capitalize(item_name) and have the fuction return the properly capitalized item name.
