Oracle DBA to rewrite SP handle Upsert batches

We have a Stored Procedure today that upserts row by row from a Logic App. Its very inefficient since if its 50.000 rows it does 50.000 requests to the DB.

Instead we would like to be able to send the whole batch to the Stored Procedure and let it insert these in a more efficient way.
