Data input in MySQL from different sources

I need someone who has a basic knowlege of database and Excel files interacting with database.
I am working with rivers water inflow data and I need to input in my database (MySQL) some data from different sources. So, the job is to create interfaces which can help me to input data in my database as described below:
1. Observed water inflow (RDH)
The source of these data is a daily report in Excel file called RDH. So, the idea Is to get and input in our database just the data for the rivers that we have in our database (there is a list of which rivers we work).
2. Observed water inflow (manually insert)
There are some inflow data that is not in RDH report, so we also need a spreadsheet template which we insert the data in a spreadsheet and we also insert data in database. I also be able to give information by powerplant name, but to in data base we have per powerplant ID, so it Is necessary to convert it (making relation with a table)
3. Observed rain (manually insert)
This process is pretty much the same as the last one. We need to input data manually in my database with other type of information, so the idea is to create another user interface for that.
NOTE: Most of data we have to register the date/time we are inserting it. If we already have the same data in the database I don’t want to overwrite it, we will need to inform the validity of this data in the BEGIN_DATE and END_DATE fields in database.
