Unity3D - Face Tracking Augmented Reality

I am looking for someone that can create and develop the framework of a Unity Project that allows face tracking from a camera. I want to be able to see the camera feed within the Game Window, and to be able to stick objects to the users face.
As this is a framework to begin with, a simple cube sticking to the face would be fine.
This is to work on both Desktop and Mobile, but we can talk about the technologies in chat. Ideally, I would like to have 2 version of the framework, one for mobile that uses the front-facing camera. And a kiosk/desktop version that will support 3D depth cameras, for a much more stable track.

- Basic framework that uses generic WebCam to track and augment a cube.
- Develop on framework for mobile support (front facing).
- Ability to add more complex 3D models to augment.
- Add to framework that will allow support for 3D depth cameras (SDKs) for a desktop/kiosk version.
Might be a good idea to take a look down the Xbox Kinect route for 3D depth tracking;
