IPhone Photo Tool

I would like to start with 2 very simple ideas.. (it is apple so probably not simple)
Description: Iphone camera settings tool to adjust default values to user define first 3 characters to the JPG and MOV & integer reset. Of course a nice UI, refined, and user-friendly interfaces. Make sure your UI meets these requirements as per Apple.
1. Change the [url removed, login to view] & [url removed, login to view] defaults on the IOS, (IMG_) to any 3 Alpha characters then the ( _ ) and the current integer that is there at the time if the change Or ask the user if they want to reset or keep current integer..
Example 1: [url removed, login to view] to [url removed, login to view] or any alpha character the user wants
Example 2: [url removed, login to view] to [url removed, login to view] or any alpha character the user wants
Example 2: [url removed, login to view] to AME_ [url removed, login to view] or any alpha character the user wants
2. Reset the integer to 0000 (separate feature without changing the first 3 characters. )
Example 1: [url removed, login to view] to [url removed, login to view]
Example 2: [url removed, login to view] to [url removed, login to view]
Example 2: [url removed, login to view] to [url removed, login to view]
Note:
Needs to work on Apples platform without Jailbreaking the phone.
Needs to be persistent through updates or able to identify that it has changed (back to apple default IMG_ ) and ask the user if they want the previous setting, (in this case ( AME_ )). maybe a flat file to keep track of the changed 3 characters and if different notify the user. to ignore or change back.
Only case that i think would be an issue is if the reset to 0000 and there was a picture already on the phone. Maybe make a warning to clear out all images before resetting default IMG_ to 0000 or start at the first available integer. This would need some thought by someone that knows IOS function.
Would like to know how much something like this would cost to implement and someone that is familiar with Apple's Developers guidelines minimising submission issues...
