Facial Recognition app with similar features of snap chat

Looking to make snap chats facial recognition features into its own app. I would like users to be able to utilize the same features snap chat has in its app without having to have the snap chat app. I would need a developer to develop an app with a lot of different facial features but not infringe on any of the existing facial features snap chat already has in its app. I have attached a couple of photos so that you can see exactly what I'm looking for.
